Preamble

 

 The purpose of Cub Scout Pack 107 is consistent with Boy Scouts of America principles.

 

Mainly:

 

-Influencing the development of character and encouraging spiritual growth.

-Developing habits and attitudes of good citizenship.

-Encouraging good sportsmanship and pride in growing strong in mind and body.

-Improving understanding within the family.

-Strengthening the ability to get along with other boys and respect other people.

-Fostering a sense of other personal achievement by developing new interests and skills.

-Showing how to be helpful and doing one's best.

-Providing fun and exciting new things to do.

-Preparing them to become Boy Scouts

 

These are the purposes of Cub Scouting. They are important because the activities planned by leaders and enjoyed by boys relate to one or more of these purposes. This is how we achieve the overall aim of the Boy Scouts of America.


By-laws of Cub Scout Pack 107

 

I.                    Membership

A.                 Membership in Pack 107 will conform to the joining requirements of The Boy Scouts of America found on the Cub Scout Application. Our membership is typically, though not exclusively, comprised of boys attending Washington, Whittier and Wilson Elementary Schools and their families.

B.                 Pack membership is open to boys, by grade level, as follows:

1.                  Tiger Cubs - first grade

2.                  Cub Scouts – second or third grade

3.                  Webelos Scouts – forth or fifth grade

C.                 Each new Pack Member is required to fill out a Cub Scout Application 28-102N (or newest form in series)

D.                 Each new Pack Leader is required to fill out a Boy Scouts of America registrations application 28-501x (or newest form in series)

E.                  As with any organization, recruitment is always a primary goal.  Special recognition will be given to Scouts that recruit new members.  Recognition as includes “Recruiter” badge and other incentives as designated by Pack Committee.

F.                  Boys will stay on the active roster until they are deemed inactive.

1.         Active equals participating in 50% of Pack/Den activities.

2.         To be re-activated a Scout must consecutively attend 2 Den and 1 Pack meeting.

 

II.                 Leadership

A.                 Leadership is accomplished through the Pack Committee, which is comprised of the following minimum positions:

6.                  Webelos Leader

7.                  Den Leaders

8.                  Assistant Den Leaders

B.                 Pack Committee may also include the following registered positions: Assistant Cub Master, Assistant Den Leaders, Assistant Webelos Leaders, Pack Trainer, and Registered Committee Members.

C.                 The responsibilities of each leadership position in Pack 107 are described in the accompanying sections. Where the job descriptions differ from the Cub Scout Leader Book, the by-laws will take precedence.

D.                 Pack leadership will come from volunteers. The leadership requirements are found on the Boy Scout of America Leader Application form.

E.                  Pack leadership will meet the following requirements:

1.                Attendance at greater than 50% of Committee Meetings over the past 12 months. An exception will be made for new leaders whose eligibility will be based their percentage of attendance from their date of BSA registration.

2.                Must have completed Leader Training as explained in section XIII. Training.

3.                Must satisfy uniform requirements presented in section XV. Uniforms.

 

 

 

 

III.                Committee Voting Eligibility Requirements

A.                 To vote on Committee one must be a registered member of the pack and satisfy pack leadership requirements. (A Grace period of 4 months is given to complete leadership requirements)

B.                 Voting will be done only by Committee members present at scheduled meetings and then by a simple majority unless otherwise indicated.

 

IV.                Rechartering

A.                 Every boy (active according to Den Leader records) and adult leader or committee person must be rechartered annually with Boy Scouts of America through the Black Beaver District via the Last Frontier Council.

 

V.                  Meetings

A.                This organization will have one pack meeting or event per month during the school calendar year.  Cub Master will provide a draft calendar at beginning of each scouting year to the committee for approval at first meeting in August of each year.

B.                 This organization will have at least one committee meeting per month (with the exception of December) during the school calendar year.  Meetings will occur between District Round Table and Pack 107’s Pack meeting.

C.                This organization will have den meetings regularly during the school calendar year.  Time and location determined by each Den Leader.

 

VI.                Pack 107 Drug and Alcohol Usage Policy

A.                 All Pack 107 related activities shall be held in an alcohol and drug free environment. This includes the use of tobacco and tobacco related products.

 

 

 

VII.             Amendments

A.                Amendments to this Constitution must be submitted in writing at the committee meeting one month prior to being voted on.

B.                 Voting on amendments will take place at committee meeting after discussion is opened and closed.

C.                To become effective, any proposed amendments to these by-laws shall require an affirmative vote of 2/3 of registered committee members present. Voting must be done in person, not in abstencia.

 

VIII.           Finance

A.                 Budget

1.                  Pack 107's income portion of the budget will be dependent on pack fundraising events and annual pack dues. The budget committee shall determine pack dues amount when the annual budget is formed. Pack fundraising events are to be chosen by the budget committee and must line up with BSA money earning requirements. Fundraising events will be managed by a chairman to be chosen by the budget committee. In the event that the person designated to manage a particular fundraising event is unable to fulfill their obligation, the pack treasurer will assume responsibility until a replacement can be found.

 

B.                 Den Fundraising

1.                  Dens may participate in fundraising for a den activity, with prior approval from Pack 107’s budget committee and Last Frontier Council.

 

C.        Scholarships and Gifting 

1.                  Scholarships are available through Council

2.                  Gifting, when deemed appropriate by the Pack Committee, will be determined on an "as needed basis" and based on the ability of the Pack to meet the need. The gift will be voted on by committee members and will be determined by a simple majority. In case of a tie, the vote will be in the affirmative.

 

IX.                Dues

 

A.                 Annual registration fee for all boys is as per National Requirements, paid to Pack 107’s Treasurer and added to Pack funds.

 

B.                 No boy will be given a Den assignment until the registration fee has been paid.

 

C.                 Registration fees for adult leaders will be paid for by the Pack.

 

D.                 Registration of both Cub Scouts and leaders at the time of rechartering will be taken from the Pack funds.

 

E.                  Boys Life Magazine orders can be made during registrations. The pack will subsidize according to financial abilities as determined by Pack Committee.

 

F.                  Den Dues are as determined by each Den leader.

 

X.                  Records

A.                Records will be kept via the PackMaster ® program.

B.                 Primary manager of PackMaster database is Committee Chairman, except when otherwise designated by Pack Committee.

C.                All Den leaders are encouraged to utilize this program to track their scout’s progress.

D.                Cub Cash records will be kept via the Pack Ledger program and managed solely by Pack Treasurer.

E.                 Backups of both PackMaster program and Pack Ledger will be made monthly to disk or emailed to Cub Master.

F.                 The master copy of this program will be kept by Cub Master, copies are available for Den leaders.

 

XI.                Pack Events

A.        Pack events held annually:

1.         Pack Pinewood Derby

2.                  Blue and Gold Banquet

3.                  Space Derby

4.                  Mall-O-ween

5.                  Boulevard of Lights Parade

6.                  Armed Forces Day Parade

7.                  9 pack meetings. (September – May plus Summer activities)

  

XII.             Council and District Events

A.                Pack 107 will promote and encourage participation in the following Black Beaver District/Last Frontier Council Events and programs each year:

3.         Popcorn Sales

4.         CGT Family Adventure (family campout)

5.         Scouting for Food

6.         District Pinewood Derby

7.         Council Pinewood Derby

8.         Rain-gutter Regatta

8.         Camporee/Webelos Summer Camp

9.         National Summertime Award

10.       Quality Unit Award

11.       Friends of Scouting

 

XIII.           Training

A.                 All Pack Leaders and Committee members are encouraged to attend monthly roundtables, Pow Wow, and position specific Outdoor Leader training. 

B.                 The following unit positions require Youth Protection and New Leader Essentials and Job (Position) Specific Training, as led by the Last Frontier Council;

1.      Committee Chairman

2.      Cub Master

3.      Asst. Cub Master

4.      Webelos Den Leaders

5.      Den Leaders

6.      Tiger Den Leader

7.      Asst. Den Leaders.

8.      All Committee members are required to attend Youth Protection, New Leader Essentials, and Pack Committee Training.

 

XIV.          Committees

Committee members may serve on one or more committees. The following committees shall function in the described manner for the efficient running of Pack 107.  In the event that a committee is not formed to fulfill the committee's obligation, the Pack Committee Chairman may delegate the responsibilities to an individual.  All Committees are encouraged to examine the Pack's history to determine how to plan their event or carry out their responsibility.

A.                 Pack Committee

1.         Consisting of at the minimum of 3 individuals: Committee Chairperson, Cub Master, and Treasurer.

2.         Committee members must be registered and active leaders in the Pack.

3.         Committee should include, at a minimum, at least one member from each Den.

4.         Committee members may serve in more than one leadership position with the exception of Cub Master and Committee Chairperson.

B.                  Pack Budget committee: 3-5 people.

1.                  The members of this committee will include the Treasurer, the Cub Master and Committee Chairman, who will select the remaining members.  The Pack Treasurer will serve as Chairman of the Budget Committee. The Budget Committee will be responsible for the establishing and managing a workable, balanced budget.  The budget committee will submit the budget for approval by the Pack Committee at the August committee meeting.  The Budget Committee will recommend the fundraising events for the Scout year to the Pack Committee.

 

C.                 Pinewood Derby committee: 2-5 people. 

1.                  Responsible for setting up the track, making sure that it is in proper working order, securing a scale to weigh cars, checking in cars, and other actions needed to effectively manage the race.  This committee is also responsible for making boys and parents aware of all rules and procedures for the race.

D.                 Mall-O-ween committee: 1-2 people. 

1.                  Reserve space with "Mall-O-ween" organizers.  Setup and break down booth at Mall.  Turn in funds acquired during event to appropriate Mall personnel and Pack Treasurer.  Provide list of Pack 107 participants to Treasurer for Cub Cash program.

E.                  Day Camp committee: 1 - 4 people

1.                  Coordinate with Leaders and parents to have each Scout attend District Day Camp. The committee shall coordinate with Pack members and outside resources to provide shelter and food. Participation fees will be collected from anyone attending and will be collected by the committee prior to the event. 

F.                  Resident Camp: 1-4 people

1.                  Coordinate with Leaders and parents to have each applicable Scouts attend Resident Camp. The committee shall coordinate with Pack members and outside resources to provide as applicable for this event. Participation fees will be collected from anyone attending and will be collected by the committee prior to the event. 

 

XV.             Uniforms

A.        Display of uniform for Scouts and leaders will be as follows:

1.                  Field uniform (Class “A”) is strongly encouraged for Scouts and Leaders at all Pack meetings and official Scout functions.  Clarification - Official scouting function means any sanctioned group event such as summer camp, den meetings, pack meetings, den/pack field trips.  Allowances can be made due to circumstances (e.g. weather, physical activity).

2.                  Activity uniform (Class “B”) is not required but is encouraged at all scouting activities where a Field uniform (Class “A”) is not required.  Class “B” uniforms are available at beginning of each school year, as they have to be purchased by Pack in bulk.

B          Uniform options and awards.

1.                  Field (Class “A”) uniform:

a.       Boys: consists of Cub Scout Shirt (blue until Webelos, either blue or tan Boy Scout shirt as a Webelo); blue jeans (blue jean shorts are acceptable in summer) or Scout pants/shorts; matching Cub Scout belt and buckle; Cub Scout neckerchief appropriate to rank; tie slide; and if desired: Cub Scout or Webelos hat.

b.      Leaders: Tan Boy Scout shirt (women have the option of a yellow Den Leader shirt), blue jeans (blue jean shorts are acceptable in summer.)

2.                  Activity uniform (Class “B”) consisting of a Scouting T-shirt may be worn during appropriate camp activities.

3.                  Placement of awards on the uniform is to be done in compliance with BSA policy (see the Cub Scout Handbook).

 

XVI.          Advancement and Awards 

A.                 All advancement awards will be paid for by the Pack.  Presently they are:

1.                  Pins: All Parent Pins, Summertime Activity Award, Webelos Advancement Pins (including Compass Points), Year Pins.
